May I energize this with a 20A circuit or do you sell 20A rated ones?

You can power the winder with a 20A circuit. We recommend using it with the circuit fully extended. The actual current used depends on the downstream electrical equipment, so the downstream electrical equipment must not exceed the rated current of our winder, which is 15A.

Can this reel be mounted outside? Will rain affect the reel?

I don't think this is a waterproof unit. Great unit just not waterproof.

Is there a way to fully retract the cord ? There is about 3 feet that doesnt retract no mater how i pull it

Does it still have tension the on spring ? Pull cord full extended rewind. After that might have to split case put another loop of cord on reel.

can this be mounted outdoors? without weather damage

I'm a mechanical engineer, and I bought one to use with my electric snow blower. I mounted mine in my garage by the large door opening. The outside of the unit can resist the weather, but it might not be good for water to get inside the unit, so I would not mount it outside. Wind-driven rain might be a problem due to later freezing of the water, if nothing else.
