can this be used to apply transfer paper to vinyl decals?
It depends on whether it needs to be heated. If it doesn't, it's fine.

It will work great, but, you have to watch the pressure with the knobs. One on the left and one on the right. Put your substrate and the print centered under the roller and lower the top roller. Just make contact with the print and maybe a hair lower. When you roll the print/substrate the two small pieces will roll out. That's fine. Those pieces were just to keep the roller ends from lowering too much. How do you mate the Laminating Film to the product being laminated ? The film comes in a roll, does it feed onto the product as the crank is turned?
Cut the lamination off of the roll, line it up on the print, and then run it through the machine.
