The wheels are attached to the bottom of the frame with a corner plate that screws into pre-drilled holes in the frame. If you are handy, you could probably drill out the casters that come with the unit and then drill a hole for your new ones if they have threaded stems. Not sure.

You probably could, I got one that was apparently a returned model that had different wheels, but I can't in good conscience recommend these racks, they can barely hold any weight and the nuts are tack welded so if you actually move the rack around with more than a tiny amount of weight the nuts come loose and then you end up fighting to get it to move in the right direction and if your wheels have brakes those may end up scraping all over the bottom of the rack. Get one of the racks that has bolts and riveted nuts, Rackpath or Riveco.
