We are using it inside a garage, it does come with stakes to secure. But I’d check with the manufacturer for that answer

Are there electrical outlets, or entries for electrical extension cords? And does the 'lamp cord' plug into an exterior electrical outlet?

The fan cable is 2 meters long, and you need to prepare the socket yourself.
