Wobbly and difficult to maneuver

These two panels came with four nuts and bolts for securing four solar panels. That meant each solar panel only had two bolts securing them. And when I asked for the additional four they wanted me to send pictures. Of missing parts? Finally they agreed to send the missing parts and they are still wobbly. They only really work if they are attached to some kind of base which I wasn’t going to do. A bit disappointed to say the least.
