What should I use for underpayment? Small bath plywood floor

For a small bathroom plywood floor, you cannot install this heating mat directly on plywood. You must use a cement backer board (like HardieBacker, Durock, or WonderBoard) as the underlayment.

Can this heating mat be used under a rug instead of under flooring? I'm not replacing the floor but still want the heat.
