This 1 ton arbor press actually ratchet ? or the wheel is just to fine adjustment ? can i add a chuck on the ram hole ?
It is a handwheel type, and the handwheel can be pressed or fine-tuned. If you want to be more convenient, you can add a collet (but the connection method needs to be changed, the holes may not match).

does it have 3/8 hole for drifts? see set screw but doesn't state hole size
specifications say max working in 6 " but ad show it at 4 5/8 ",
