Yes you can. I have mine set up on the end of my cement driveway. I got cobblestones which I bought from Home Depot. Then I bought tiedown straps, attached them to hooks on the tent and around the cobblestones. It has survived winds and gusts 40 miles an hour or more.

Other then attaching some kind of weight to it, like sand bags or maybe cement blocks, I'm not sure how you would do that.

Hilti makes a drop-in anchor for concrete application. You’d need a drill and bit to make the hole first, then insert the anchor and set it flush with the concrete surface. You’d then use an appropriate sized bolt and washer through the anchor holes of the tent to screw into it for holding your tent down. Might seem like a lot of work but the advantage is the bolt and washer can be removed and the tent dismantled while the drop-in anchor remains to be used again in future.

We used a canvas tool bag with a brick in it to secure 2 sections not tied down into the ground. Just be sure to put an outdoor carpet under the bottom so the concrete will not wear the canvas in windy conditions

You would have to make your own sand bags or tie downs. It doesn’t stake down.
