The fan still engages after hitting the target humidity. E.g, if set for 50%, the fan still runs even though the humidistat reads 60%. Could this be an issue with the unit, or is it running as intended? I am only using the lowest fan setting if that is applicable.

Because the humidity sensor requires airflow to be accurate, cold evaporation humidifiers will not completely turn off the fan after reaching the target humidity, but will only reduce it to the minimum setting.

How often do I need to buy a new filter?

This depends on the water quality. If it is particularly dirty, you need to change the water. I recommend changing it every six months.
