I have a 4" pvc sewer line that is exposed under a bridge for about 24'. We had an issue last winter where our sewage pipe froze and we had to shut down our Airbnb until the pipes unfroze. I want to wrap the 24' section and cover with pipe insulation under the bridge. This pipe is not always full of water, in fact it is usually empty. Can I use this heat tape in this situation?

It's usually okay to use it empty, but not if it's soaked in water for a long time.
