I have the water turned off in my barn and the outside spigots are open to drain, but residual water in low spots always freezes in the winter and cracks the plastic pipe. Can this be used on nearly-empty pipes?

Has there been any issues reported for applying this product to pex pipe? I'm concerned that the pex pipe may not hold up to the heat, causing it to melt?

This depends on the temperature resistance of your PEX pipe. The maximum maintenance temperature of the product does not exceed 150 degrees Fahrenheit.
