I believe the fabric is attached with Velcro, so it’s removable. I just haven’t tried yet.

You do not need brakes. It is a garden cart that only goes as fast as you can pull it. When you stop, it stops.

No, you have to purchase the cover separately. I just lay a plastic tarp over mine when I am not using it.

No, but the wagon comes wrapped in a plastic bag big enough to reuse as a cover. I keep mine stored in the garage and keep that bag over it. The bag is snug enough to stay on.

Approx 231/2" x 15.7" I don't have a measuring tape, but the laundry bags that I bought to use with it fit perfectly and they measure 11.8" x 15.7".
