Can this be sped up? the pump is very slow. The manual shows a terrible diagram and has a throttle screw but I cannot see it and we cannot find it.

The motor speed and oil pump displacement are fixed. This hydraulic pump is a double-acting vehicle-mounted pump and does not have a throttle screw.
