If the batteries run out is it possible to lower them by hand? Are the batteries easily replaceable once fixed to the car park ??

Yes, it is possible by pushing it. Even with charged batteries it can be lowered manually but in this case it immediately returns to its position. To replace the batteries, just lower the bollard and open the cover with the key even if it is fixed to the ground.

Can a rechargeable battery pack be inserted?

It can be inserted but to recharge the batteries the container must be removed (it has a plug) and attached to a charger, it would be more convenient to have two battery packs.
