These magnets work well but they do NOT lift as much as you would think by the description. You will need a much larger magnet than you think

The magnetic field will reach past a 1/4" steel and could pickup the plate under it. It will not hold that plate very good. The second plate could fall off during the lifting process. It is advised to plate a non-ferrous spacer between the top plate and the second plate to prevent the second plate from being lifted.

Unlikely. Magnetic fields follow the paths of least resistance so your 1/4 plate will effectively short circuit the magnet. Little if any field will exist below the plate. This is true of all magnets afaik.

If you place some cardboard between the sheets it won't lift the pcs. under the top pc. but they're pretty strong magnets, I've lifted a pc. of 3/8" x 48" x 96" with 2 of them.
