On the Weight Distribution hitch, can the ball be changed out for a 2" ball? Does that impact the ball weight?

Drop is not low enough for my vehicle. How can I get it lower? Or need to return. Level trailer is 13.5 " off the ground. When hitch is at lowest part of receiver the ball is 19.5 " off the ground.
