Do you have to use the black liner with the basket?

No you do not have to use a liner but putting a towel or something on the bottom does help…

Will it rust with rain or snow? I dont have a car so i will use it for a few blocks back and forth, thanks.

I've only had it for a short while, but I don't think it would rust. It has a thick coat of paint on all the metallic parts, and the liner seems waterproof. I use it for laundry, but plan to use it occasionally for shopping as well. It was very easy to put together and moves forward, back and around at the touch of a finger, but is very sturdy. Best cart I've ever had! I hope this is helpful.

I guess it's for 30 days by the receipt. I don't think that they have a yearly warranty.

I think it does but I really don't remember. Though I can tell you this, it's the best cart I've ever had. It's so sturdy and easy to use.
