Will this work on a riding mower? My rims r solid with no opening to clamp into. Would someone just be able to roll the mower away with this spinning?

It doesn't clamp into anything, it clamps ONTO. It should fit your rims. It shouldn't spin, the clamp will stop it from going around because it extends beyond the tire and ground will stop it.

What prevents thief from just un-cranking the suction cup arm or using pry bar to break or dislodge the arm then just removing the tire with the claw?

Its made of steel. I wouldn't buy it again though. I since have seen several videos documenting how easy they are to defeat.
