Most likely not. If you look in the images, the channel is 0.51 inches in the vertical. Unless the hose is exactly one half inch in diameter, it won't work.

VERY UNLIKELY. I just stepped out to check, and I can barely get my index finger underneath. They are made to protect cable and/or wires.

I am not near that product now to test your question. My memory of it is that there is ample room for most electrical cable runs. However, water hoses I have used would have a diameter too large to fit without lifting the product off the ground. That said, if the hose is of the narrower type, a small amount of lift may be tolerable to you, depending on the application.
