Yes, you can paint them.
They are aluminum with a factory powder coating, so paint will stick but needs prep.
You must clean them well and lightly sand or scuff the surface first.
Then use a metal primer (preferably rust/etch primer) before painting.
Without prep, the paint will likely peel because of the existing coating.
