Can I tow using either position?
Yes, that's why it's called a "dual hitch" but I've never used the lower one - it would not RISE my bikes up higher, which was my goal in purchasing this. Using the lower one would, however, extend the hitch receiver so it is further from your bumper.

This adapter is a 1.25 to 2 inch adapter. No adapters allow towing but this one does. Is that true?

What is the distance between each pin hole and the edge of the riser, just to make sure the riser can clear the bumper of my SUV
The unit I got only has 1 hole and it’s 4 inches to the bottom of the riser.

Yes, is simple to use. We use it to “lower” a luggage rack on a Jeep Wrangler. Worked perfectly!

What is the distance from the centre of the hole on the 1 1 /4" bar to the end of the 1 1 /4" bar. ( A different adapter I purchased was too long )
The hole for the pin is 2.25 inches from the end of the small bar. I had to drill another hole closer to the end of the bar because the 2 inch pipe for the receiver was hitting the bumper. Bob
