I have not used the cart a great deal but when I do it is on carpeted 7 inch interior stairs and it seems to perform as intended. It is very sturdily constructed. For me the main drawback is that it make the load I'm pulling significantly heavier because thje cart itself weighs about 10 lbs.

Not sure what you mean by "survive 7-inch stairs", but the average stair size is 7 inches, so it should work just fine. I love mine. It makes it very easy to take items up the stairs.
