It should. I have no problem with my stairs. There are 3 wheels on each side that maneuver stairs easily,

It did work for me. I resorted on using self-adhering strip pads between the wheels. It does hit the bullnose edge of the stairs.

Not sure - but we had outdoor stairs that had only concrete tops no back, once I got used to the way it would work it was fine. May catch a little but extra nudge would help go over ridge.

It works for me both outside on concrete steps and indoor stairs that transition from hardwood to carpet. I am slow with the transition and it works well. I do wish that the handle was taller but the cart works very well both going up and going down stairs and steps. The straps are helpful with bulky loads but both straps are the same length so I bought a few different lengths from a different supplier.
There is no padding on the cart rails so repetitive use on stained wool could leave marks but I use cardboard products designed to protect hardwood and I have not noticed damage.
