Can the mounting bracket placement be changed in order to line up with studs inside walls ?

No the brackets are permanently mounted to the rail.

Can this handrail be connected to a second rail to make one long rail? I see there is a connecting rod as an accessary. Connect a 12' rail with the 7' rail to make one 19' rail.

It can't be connected together, it can only be installed one by one.

Are the brackets that mount to the wall adjustable so you possibly hit a couple of studs?
