Both of the handrails I bought used 3/8 inch anchors. Since I am not always lucky with getting those anchors to tighten up, I also added a bit of construction glue to the hole before sticking in the anchor.

I did not use the anchors that came with the handrail. I purchased concrete anchor screws. I think they hold much better. But I anchored to brick, so I was concerned about the supplied anchors not holding.
