I had no problem with the nuts and bolts. some were not aligned, some were aligned. the instructions are not clear and poorly written. The problem I had was with the hose washer installation. I have a 100 foot hose from Costco, the cart did not do well rolling up the hose and partly, the costco hose was not of quality material which didn't help. You are not doing something wrong, you may need two people to align the holes and put the nuts and bolts through them. Good luck.

These are tension nuts so they feel tight before they actually are. This prevents them from working loose, so keep tightening them.
