What does "press the locking button to lock machine" mean? Is pressing the locking button supposed to prevent blender from running or it supposed to allow blender to run without me pressing any buttons?

After pressing the power button to turn on the machine, if you don't press the lock button, you have to keep pressing the switch to make the machine rotate. After pressing the lock button, you don't have to keep pressing the switch.
