The base should be larger enough to catch under the hot tub base frame. Mine is on pavers. Your advantage is if you need to provide more compaction with gravel you should be able to do so.

yes it should work you will have to careful when sliding the plate under but it should work

The base for the rail slides under the tub, so pressure holds it in place. Works fine with pea gravel.
