I have the Vevor 48 volt 15 amp charger. I understand that when batteries are fully charged, it goes into a trickle charge or maintenance charge state. Does that mean that I can use keep it plugged in all the time except when cart is being used?

My 48volt golf.cart battery died at 34 percent and will not charge. How do i get to charge?

First, make sure the voltage displayed on the screen is around 55.2V. If the voltage is fine, you can try bypassing the golf cart OBC to charge, or charge the battery directly. Many golf cart OBCs have restrictions and cannot be charged directly.

the specs say the voltage is 48V (58.8V~48V). Does this mean it is adjustable?
