I want to add a liquid intake to the tank near the top for collecting excess water from a project, can this run continuously?

If you are talking about the pump then yes. The pump runs consistently while project is in pump. If pumping stops then vacuum will stop at a Negative pressure equal to the pumps capabilities. Hence vacuum processing will stop. Moisture removal will stop without pump running.

What type of oil does the pump use? And where is it available?
