Why do slushy drinks with alcohol have to have 6% sugar?

Beverages for making smoothies: 1. Sugary beverages: The sugar content needs to be between 6% and 20% to facilitate smoothie formation; or 2. Alcoholic beverages: The alcohol content needs to be between 4% and 16% to facilitate smoothie formation. Either sugar or alcohol is sufficient.
