Is this unit pre-charged or does the lines need vacuumed?

The product is pre-charged with refrigerant. After installation, a vacuum must be applied to connect the piping and indoor unit.

How low can the outside temperature be for the heat to work at 100 percent?

We have not specifically tested the unit to determine the lowest outdoor temperature at which it can maintain 100% heating performance. However, we generally recommend operating the unit within an ambient temperature range of -7°C to 45°C for optimal performance and reliability.
