Can you have this plugged in working 24 hours or is that not safe? (dont want my house to burn down). Also, if damp towels are left in it when it is not "on", will they get moldy and grow bacteria?

The machine will work at a constant temperature for 24 hours without turning off the power. It is recommended not to keep the machine powered on for 24 hours when not in use. The wet towels will turn yellow if heated for a long time. Please do not leave the towels for more than 48 hours without power.

Does it have a built in timer? I'd like to keep the towels hot for 5 hours, does it keep them hot that long or will it turn itself off after a set time?

There is no timer, it is constant temperature. The temperature is controlled by the thermostat. When the temperature reaches the temperature set by the thermostat, it stops keeping warm. When the temperature is lower than the temperature set by the thermostat, it starts heating again. As long as the power is not turned off, it will heat repeatedly.
