One reviewer said: "Will not allow higher current in less typical configurations - like NEMA 5-20 (20A breaker, 110V, which should allow 16A level 1 charging)." Is this true? I would like to charge Level 1 at 16Amps on a 110V with a 20Amp breaker.

This is not possible. At 110V, the maximum charging current is limited to 12A.
