Does the two step railing have the availability for side mounting or is the only option a base mount application?

I have a 3 step application, so 4 levels including the initial patio. Rather than use a 3-4 step rail, I am considering using 2 of the 2 step railings for aesthetic purposes. “Will the height be significantly different between the first railing and the second railing or will the transition be reasonable? Step heights are 7 inches.
