Will this attach to a trailer that has only a bottom rail?

When I set it on the floor of the trailer the bottom pre drilled hole sits about 1/8th of an inch above the metal on the trailer . Any ideas?

I installed in an enclosed trailer. Mine are mounted on framing within the wall, high off the ground. Gas cans and ect below the racks.
