If I put bags of deicing salt across it, will it tilt? How to secure soft items?

Yes, you could use this for a bag of deicing salt. I would suggest using a bungee cord to secure it at the bottom and tie the top to the handle with a small rope or heavy string. Also, because it is metal, I would suggest washing it off with clean water afterwards, as the salt will corrode the metal if left on.
