They can be loaded into the bulk sugar bin of the machine, but not the round sugar bin.

Can we use a .984" custom vending coin, about the size of a quarter?

Only quarters can be used, or coins the same size as a quarter can be used. The size should be the same, and if the difference is 0.02 mm, it won't work.
