Why 38 "-42"...most passenger car tires are less that that by a lot? Still OK?
Yes. I've used it on a 12 inch boat trailer tire and it worked great. I should have bought this a long time ago. I saves a lot of hard work. Great product. Just be sure to use it with a wrench or ratchet, an impact can strip the threads.

What is the manufacturer's warranty on this tool?
Not sure on the warranty, but just a heads up I bought this for use on my 2008 Cadillac Escalade ESV chrome wheels and it does not work. I will say it is very well made!!
