It comes as shown. There are slots where your old seal came out of. This slides right back into those two slots. My new seal slid into the slots very easily.

Does the weather strip seem a durable rubber material making a solid seal? Was it exactly 16 feet in length (as I need few extra inches either side)?

It sealed tight to my garage floor and it is just a bit more than 16ft.
