The product description states "excellent water permeability ". i purchased it, and unfortunately is is not permeable . something wrong?

This can be cut with scissors. When cutting, first stick it with tape and then cut the tape

How durable is it against UV rays ?
Hard to give a definitive answer as I have no way to measure that. It's been on the ground for a year now and has no damage visible. However, we're in Washington state so it might be different in south Texas.

How does Vevor compare to Sealtech? Can you see through the 5.8oz fabric * at all * ?
I don't know the different between the brands you mentioned but you can't see through it but it is a weave so weeds can grow through it. I learned the hard way. Solid material is better but more expensive.
