It will stop it from advancing on the surface as it wont allow anything to grow underneath it or through it but groutweed roots can strech long distances and resurface elsewhere. So basically, you can stop it from growing on the property edge but it could pop up on the other side of your fabric barrier.

Remove or cut down all weeds that will be under the fabric. Make sure to overlap when putting down and leave some holes around desired bushes to ensure hydration.
