I would like to know how many strands of wire and what the gauge of the wire strands in each of the three conductors inside the 8 gauge three conductors in the cord are.

Is it safe and legal to use a 30A cord on a 50A outlet?
If the plug fits the receptacle you can use it, BUT, if you try and pull 50 amps through the 30 amp cord you will smoke it very quickly. I would suggest that you change the breaker to a 30 amp, that way you are limited by the breaker, which is designed to protect everything downstream from the breaker. Outlets are all designed to be used with a matching breaker, If you are defeating that safety design to get around buying a heavier cord, you are taking a chance.
