Do I have to wrap the pipe or can I just tape it flat to the pipe?

I have 3/4" pex-b and I need to keep the cold water from freezing so I want to use heat tape. Can I install foam pipe installation over the heat tape?
This product does not recommend the installation of thermal insulation cotton
as this product can prevent water pipes from freezing without installing thermal insulation.
