The opening in my cabinet it 16 3/4 due to the door. The cabinet interior is 17.5 x 24" Will the 17"x 21" fit?

The installation dimensions of this product are: 455mm (width) * 533mm (depth) * 87mm (height). It should be noted that the space inside the cabinet needs to be larger than the installation dimensions for successful installation. The dimensions of the pull-out basket are 430mm (width) * 533mm (depth) * 64 (height) (this dimension does not include the guide rail).

Will these pull out cabinet drawers fit cabinets that have 1/4" high edge in front or do the cabinet bottoms have to be flat?

It can be installed if the height of the cabinet edge is no higher than 7mm. However, it is recommended to install it in a flat cabinet.

Can this be mounted on the sides instead of the bottom?

When I mounted it I saw that it can only be screwed in to the bottom. If this brand has side mounted ones I highly recommend the brand!
