can this be used to chiller water (in a loo) coming out of a ice cream batch freezer at 90 degree f, to being it down to 65-70 f. As well can it be roof mounted and stay on but have some sort of remote shut off or standby when water is not running by?

This product does not have standby and remote shutdown functions. The machine will alarm and provide a prompt when it is short of water. The cooling water temperature you mentioned is 15℃ to 20℃, which is fine, but it depends on your usage scenario.
