When you set the refrigerator to 36°F, it will take some time to reach this temperature; only then will the display show 36°F. If you put the thermometer in the refrigerator with food in it, the value you get will be different from the temperature displayed on the refrigerator because the thermometer will be in contact with the temperature of the food surface.
