the bolts (2) in either end of the trailer hitch bar will now go in. maybe there's paint in the holes/threads? the other 6 bolts are securely in place. are these two bolts really needed to only pull a 1000 lb load?
It is not necessary.
The 8 bolts are for towing loads of 5,000 pounds or more.
