The cement is to protect the wool. You don't want it to become airborne as it's like asbestos in your lungs. Watch for cracks and reapply as necessary.
You don't need to coat the bricks, but some people do to protect them from flux.
I would not try to glue the bricks to the wool using the cement. When the bricks break, I would want to be able to replace them easily without ripping up the wool in the process.

No, the cement must be wet to lay the bricks or tile on, i would advise anyone to lay all of the bricks out as they will be layed before I use the cement, i like them not tight but not loose, take a pic of the layout, doing this will help avoid mistakes when you use the cement and could make a mess out of it. I don't like to use a lot of grout so i like them as close to one another as possible.
