Is this unit pre charged with the refrigerant?
Yes — this VEVOR 13500 BTU RV rooftop unit is pre-charged with refrigerant from the factory.
It uses R32 refrigerant (sealed system) and comes already filled/charged for normal operation

Is the control board included with the unit
How many amps does this unit require? The 3956W requirement on a 120V is a little high.
Does this kit include everything required for a new installation? I am not replacing an existing unit, I am adding one.
What do the power source colored wires represent?
Blue - N
Red-L
Green/yellow
The power source wiring is configured as follows: Blue is Neutral (N), Red is Live/Line (L), and Green/Yellow is Ground (Earth). The Live wire supplies power to the unit, the Neutral wire completes the electrical circuit, and the Ground wire provides safety protection against electrical faults and electric shock.
